>>42092283It will be an odd situation for foreign websites in Japan or owned by Japanese. I doubt hiromoot would try to force JP rules on 4chan since it's hosted in the US and because it would explode in his face.
I also have no clue how this will interact with GDPR anonymization compliance in the EU. Companies and websites sometimes anonymize data so that it stops being "personal information" in order to not have to comply with the GDPR.
