Having an ultra-rich income tax tax bracket is populism and doesn't have any real effect because it wont affect more than a super tiny handful of people. Personally I think you should reach the top tax bracket much sooner than 10x, maybe at 2x median even. The exact number will depend on which country and what kind of economy they're running.
