For one Tokyo is highly desirable, so just like any other big city, prices are always going up. Thus whatever you buy it for, it will be worth more if and when you decide to sell it.
Secondly it gives her a lot more flexibility in movement. Tokyo is fucking huge, on a scale unheard of even among most other major cities. Not to mention Holos have to report to the office sometimes as well as go take dance and singing lessons elsewhere. If you have multiple properties like Noel does, you can base out of whichever one is closest to where you need to go, instead of staying at a hotel, where you might not have all your equipment/setup or traveling for a long period of time.
Thirdly, and I cannot stress this enough, it's helpful for Anti Doxxing measures. Given that Noel also has a third life in addition to her normal and Holo one, it allows her to keep things separate. She doesn't have to go to the same place every day. She can vary her routes if someone is following her. If her family comes over, she can welcome them at one place. If the Holo friends come over, they can stay at another. If her normalfag friends want to hang out, she can take them to a place that doesn't have Holo merchandise everywhere. This last one is especially relevant given that at one point, she received so many gifts, she was just using one place as storage.
