I still follow a few quests on /qst/ and spacebattles.I had using both repless and loreless as the criteria in mind, to cover the edge case of a thread who just got a rep but hasn't put down any lore yet, I agree using only repless as a criterion would be pretty destructive. Generals going through periods of all their reps being MIA is relatively common.
I think the big question is whether nations who only have a ~200 word lore scrap and a flag qualify as loreless, because a lot of generals are in that category iirc.
