Merch is a SUPER big range of items and production methods that it's a little silly to be painting it all with the same brush.
There are dozen companies for every vtuber that will do print-on-demand services with little to no overhead costs on the part of the vtuber - which is completely different from large scale merchandise orders where they need to create thousands of pieces of merch and THEN attempt to sell it.
