I do feel that a pivot away from American talent would massively benefit HoloEN.
Realistically as well they need to start looking at capturing the European market. Other companies are making moves there.
Setting up shop in Britain would bring a considerable number of benefits to the company. The aforementioned friendly legal environment, the ready access to technically literate personnel at relatively low cost (they don't exactly have many options in the country), a culture that can understand Japan relatively well, English language natives, well regarded accents/vocal tics and a thriving non-corporate arts and entertainment scene which could provide a steady stream of new talent.
It could work pretty well for Cover.
But it'll never happen. And nobody in the UK is stupid enough to try setting up their own vtuber agency because they know the government will find some excuse to shut them down/make them sell it to an American company.
