It's not enjoying the game that's fun for them, it's seeing other people angry. Why that's fun for them could be caused by multiple things. Maybe they get off on the sense of control or maybe they just think the reactions themselves are comical. Ultimately, the reason does not matter. Just like cheaters can only exist with legitimate players, bait only gets posted because people bite.
