She 'flirts' with people, but it's always under a mask of 'haha jk'; because it's not just being afraid of it being taken badly or rejected (thus the preemptive 'haha jk' frame), but being afraid of it *succeeding*, too. That twilight zone of neither yea nor nay is what is comfortably familiar, where the social interactions between her and others are mediated by the performative dance of the role she adopts. Actual *reciprocation* would take things out of that familiar frame of push and pull, and into an undefined anxiety of 'uncharted waters'. That is why Luna threw a wrench in Matsuri's game for a while, because she didn't react to her antics the way Matsuri expected. When she throw out some eroi bait, Luna reciprocated; and when Matsuri pulled back, Luna didn't drop it, but kept going forwards anyways.
Of course, Matsuri ultimately managed to swerve at the last minute anyways, and hoodwinked Luna into putting the sort of distance she is accustomed too between them again, going back to that familiar twilight of not being committed to anything.
