It's because VTubers are actually still a small niche compared to other YouTubers.
Their audience are still mostly weebs, and they aren't as popular with normalfags, which are a way bigger audience.
VTubers' biggest chances at expanding in the YouTube sphere right now are VShojo and NijiEN, since they're collabing with a lot of fleshtubers.
They've only expanded to the level of collabing with Twitch streamers, but even Twitch streamers are still pretty niche, and not actually as popular on YouTube as the bigger YouTubers.
They still haven't collabed with YouTubers on the level of YouTube animators, the Sidemen or Dream SMP, although they might start expanding again because of hiring Ren.
