Letting Fauna buy the rights to her model would need to include (partial) rights to everything the model has been since its inception in the company. Hololive paid to have it created and it has been used in thousands of different pieces of media outside of just being Fauna's model on stream. There is no world in which Fauna has that kind of money nor a world in which Cover would want to even consider dealing with that kind of legal headache, even if they weren't a hyper-backwater Japanese company.
