While photon bombardment reactors such as the NIF (ie you fire a bunch of hire power lasers on an atom) can aid in the simulation of thermonuclear detonations; the type under discussion is a tokemak (common type of fusion reactor that involves suspending a hot plasma in a magnetic donut) which offers little assistance in the production/simulation of those sorts of weapons.
This is besides the point that the chings have already had hydrogen bombs since the 60's.
