Most companies don't hold out until outright bankruptcy, they calculate how many months they can hold on with their current level of revenue, cost and cash in hand and when there are only a few months worth of "runway" they decide to either cut their losses and shut down (the sensible decision) or to layoff anyone they can to reduce cost and extend their runway by a few months.
In vtuber companies cases they usually operate with the bare minimum staff so shutting down is the only option.
