They weren't deep into vtubers (Two of them being brought into vtubers due to Luxiem/Noctyx) and most were normalfags (outside of Scarle and Maria). They went by those applicants numbers, but if the wave floundered they already had another wave of people loaded many months down the line.
Holo EN debuts generations so slowly and missed an EN girls generation last year. Unless they are willing to debut a generation NOW and pump another one out within 5~7 months then they cannot take a risk for EN3.
