It's been live in Japan for a while with no issues, but there's very little real online anonymity in JP so usually they behave for fear of repercussions. In most of the rest of the world online anonymity (even on sites like this) doesn't fully exist but the sites, carriers, ISPs etc aren't going to hand over user info unless law enforcement or intelligence services are requesting it. I don't know why Cover didn't foresee this being an issue.
