its not that koyotes don't work together, they do and are a very social and cooperative species and will readily mingle and adopt and research the traits of other cultures, because its fun!
its more that they don't generally enjoy being told what to do and neither do they feel like telling others what to do either! koyotes naturally cooperate with whatever they excel at towards the collective good! they enjoy making people happy!
this means they have little interest in holding clay!

well, holox is not like other conquer the world organizations! mostly its about freedom! all of the girls are bad at, and uninterested in ruling anything!
but they also don't like being ruled by a corrupt and stifling world!
in this case, if you saw things as a division between order and chaos, where order is ansolute control of all things, and chaos is absolute freedom, holox is about the later! its about tearing down corrupt rotten systems and reaching for your dreams! and for a world where that is possible!
for that reason im not sure holox is interested in land or borders either!
