You can clip the slur but there's no excruciating buildup to the joke or screaming afterwards, like for example the Bad Dragon clip with Lisa. Panko does have some clippable stuff but it's mostly ESL moments and weird shit like the Plugko bit. "Based" stuff therefore sneaks by unnoticed by clipwatchers, same as with Jelly.
