It'd need to like, puff pollen sideways a bit while it's growing so it doesn't tip over, but since it'd still be rooted it could bring up nutrients from the earth to do that (instead of needing to carry all the fuel like a rocket), and once it grew tall enough to be a space elevator (past the geostationary orbit altitude) it would be fully stable. This way stuff that grows on the top of the tree would already be in orbit without needing a bunch of thrust.
