It was a stupid idea from the beginning. Azki didn't work, Irys didn't work, so they just accepted it and aligned them with the normal chuubas. Letting Irys take Sana's spot and rebrand the gen was an obvious move (>anyone still cares about the "Council" and its lore)

Expand, cut costs, make money and make more money. Cover is greedy and their business practices are ass but it works.
