Fubuki did cast a spell. Just like Kuro had to get Anon to drink a bit of her blood to heal his leg, Fubuki had to get her scent on Anon first so she could manipulate how Anon smelled like. That's the reason behind the lock of hair in both cases - sustain the effect. I should probably have had Fubuki explain the why a bit better
