This is "dead subs" but also just the reality of being popular and getting casual viewers who aren't into Hololive versus long time Hololive viewers who are the most likely demographic in the first million subs. If you look at twitch streamers there are plenty of streamers with followers that dwarf Gura yet have shit numbers relatively speaking. Gura has probably the biggest recognition factor and has the highest potential to summon viewers. Gura still holds the solo stream record and will probably have this for a long time.
Second, Gura is trying her best to be an entertainer which she is improving at, but of course she isn't gonna compare to her senpais who have been in the business for literal years before Hololive.
Third, Pekora's fanbase is concentrated in one timezone which means JPs in general get a lot ot viewers all at once when they stream. The strongest evidence for this is the vod views, I don't recall the exact number, but Gura has pretty much double 1 million view vods that Pekora has, Pekora will get all her vod views when she streams but than plateaus pretty hard.
Another point to take into account, although this is just a testament to how hardworking Pekora is, is Pekora streams literally everyday sometimes streaming twice a day. It's definitely a big part of her success.
