Real answer: /jp/ "Tohou" austists threw a shitfit because the sheer volume of vtuber threads was leaving no room for Tohou threads, which where making up 40-50% of all total threads on that board before vtubing blew up.
Basically, Tohou autismos were getting muscled out fair and square because there was simply way more interest in vtubers so people would make more threads, generals, coom threads etc. so they went behind the scenes and cried to jannies and mods, and hiromoot. Thus, /vt/ was born.
Even now, you can go into the current active vtuber thread on /jp/ and there's probably some butthurt Tohou autist spamming how that content "doesn't belong here". It's hilarious, and sad. The funny thing is everyone else was cool with vtuber threads taking over /jp/ because they all just stayed in their own slow moving threads, but Tohou retards just couldn't accept the new vtuber hegemony so they started burning the board from the inside and pointing fingers at the loudest, most dominant force at the time
