Collar pretty much negates a lot of the drawbacks. I don't know if it'll get nerfed next round or it's balanced by the fact that it occupies an item slot and doesn't do anything else besides negating drawbacks when fully leveled. I imagine if they want to keep the same end bonus while reducing its effectiveness, they might move it up to level five and reduce drawbacks by 20% instead of 33%.
