I would argue the reason Nintendo even decided to go for the American market was that they had proven success back home in Japan - which wasn't affected by the crash.
A lot of American game companies pretty much went with your perspective of things

Industry leaders got to where they are by cracking open new markets, giving people what they didn't know they wanted, and generally taking a lot of risk in their direction.
A lot of them will fail, obviously. But it only takes another X-factor or two for "male VTubers" to be a proper industry again.
Hell, unlike most industries we already have several other blueprints for success in the IRL male group pushing - KPop groups, Boy bands etc. and considering most anime characters are male, there's also a million different combinations of anime tropes, designs etc. that have not been attempted in VTubing form.
There is potential in the male VTubing market. Anyone deep enough in the hobby would know this. We even have relatively successful male VTubers in Japan as you've shown in your chart.
And if there were actual fans of male VTubers in the EN side, they would be lamenting at the fact you mentioned about all of them having shitty reputations and being known for weird-ass normie-filtering shit.
All it would take is one or two of the sisters deciding to put their money where their mouth is, and that market will explode again.
