I agree with the idea of forcing a thread to write some basic lore up first before making their placement concrete, or making some sort of clause that would allow us to uproot and move threads that have very little lore.
As for the second part I'd argue that's actually an improvement from the current system where threads can end up entirely stranded without anyone to write with. the reason why naval writing is so popular, I think, is because it's the only way of getting around the fact that if you don't have any land borders you're kind of fucked. I'm going need more convincing as to why blobbing is a bad thing.
