Fans move on from graduated Vtubers because said Vtubers go off to do their own thing, they interact with people that fans don't know or are interested in, or start playing games that don't work for streams to be enjoyable. But the main thing that keeps Hololive fans inside that fence is the commitment that they already spent in being a part of it, like a gatcha game you spent way too much money on and can't delete it or move on to something else because of how much time and money you already put into it.
If Ame's fans start to dwindle or the numbers start to get lower then all she'd need to do is pop back into Holo once or twice for whatever event that is currently happening and that would be enough to put the spotlight back to her, and make her fans + average Hololive fans remember that she's still a member of Hololive.
