While I don’t know why they were delayed in the first place, maybe it had to do with finding available riggers (which is why some of the costumes have different riggers). They probably could’ve been ready by Halloween, but they agreed only having costumes for one day or last week of October it would be kind of a waste. So they were delayed again, and it was during November the designs got overhauled to be regular party gowns. If you look at the designs, this makes it clear (some more than others):
>Ame’s black dress is likely a repurposed witch costume. That explains the tattoo, just add a witch hat and maybe a cape and there you go.
>Mori’s red dress was likely some sort of vampire succubus outfit. Maybe it originally had some sort of “blackwidow spider” theme
>Ina’s gown looks like some sort of high fantasy princess type costume.
>Gura’s greek/atlantean costume probably didn’t have to be changed much anyway
This would explain the two month delay, as well as some of the design choices. Kiara’s eventual new outfit debut may further strengthen or break this rrat, we shall see.
