In fact, the Council can no longer afford to elect just any candidate for the position. The current theory as to what led to the breaking of the R:G:B thurmaturgy is that the former Green Lamy encroached upon the memetic territory of Yukihana Lamy the Blue Lamy by anomalously manifesting instances of her using her followers.
We need a Green Lamy that satisfies the previously established criteria (such as being Green, the debut thumbnail, no promiscuous behavior) plus the lack of desire to manifest instances of herself via her followers.
