For bitrate a classic game will typically be running at around 30fps (or at least that will be fine for the viewer) so a 4k bitrate will do fine, but if you want a higher fps sent, upping it to 6k should get you 60fps for the most part, although this is effected by encoding and how noisy the screen is and all that annoying stuff.
TL:DR 4k - 6k, is fine for either. Twitch gets pissy anyway if you go above 6k if my memory's correct
