They've had a deflatied currency for years primarily because the Japanese are reluctant to spend (especially the older ones who have money tied up in savings). It's not uncommon to see family-owned business in Japan that only have a few customers a day (though the upside is that the owners tend to roll out the red carpet for them) The Japanese government has tried multiple incentives to try to get people to spend money, but it's worked about as well as the incentives for them to have more sex.
Long story short spending money is actually a social good in Japan and doesn't have the same correlation of degeneracy as in the west - hence things like the acceptance of Gacha and host bars and such.
