She announced yesterday there could be a thing on Saturday only during the weekend since she's preparing the next civilization duties. So now, my interpretation is that this is clearly a surprise (she said it herself) and maybe a collab since she wasn't sure that 'someone announced it'.
If this is a Council Meeting, there's a huge chance Mumei is the one hosting it, but you, surprise and whatnot - and it's not even 100% sure it's a Council Meeting since it's a surprise. Maybe she will say 'a bit more' (she will keep on teasing it) during or after JK, depending if it's a long stream or not. I find the collab with ENs more believable than a collab with the other branches.
We know that of all the people that will barge in the Vchat (if there's any) Mori, Bae and Ollie are the more likely with Mumei's JK - so there's a chance that Bae will be the one to speak about it with Mumei.
