There's seven Masters and seven Servants. One of the Masters is (You), and if I recall correctly from last thread you mentioned having Kson be a Master with the power-reveal that she has a dragon form, right? So that's 2 slots taken, you need five more Masters.
Here's a list of Holos that are basically normal girls, or are magic users with relatively low-key powers:
- Sora (literally just a human idol singer)
- Suisei (see Sora)
- Matsuri (literally just a cheerleader)
- Amelia (a completely normal human without her watch, so basically no more powerful than a mage with a Mystic Code)
- Subaru (literally just a human high school student)
- Aqua (literally just a maid)
- Migo (human shrine maiden)
- Shion (human magician, no standout powers)
- Reine (human magician, no standout powers)
This list fills up the remaining Master roster almost twice over while leaving a ton of chuubas left over for Servants. This is before getting into defunct Holos, Homostars, or Holos that are technically not human but have paper-thin lore nobody follows (Nene, Iofi, Azki...)
