By the way, here's the one I'm working with. I just draw the border in the Borders layer (including water to get a full surround), magic wand it and bucket fill it in the Nation Color layer (making sure the color's is somewhat transparent, depending on how intense the color is). Color is of course just some temporary thing I added as an example, I think nations should get to decide themselves what they'd like
