Let me tell you that Holo ID is now in a stagnation. Just as Kobo failed to maintain her huge fanbase, most of ID boom that happened in 2022 have left the Holo ID fanbase altogether, most likely because she does too many collabs with Holostars. The other IDs have already been stagnated at the same time as EN market oversaturation because they pander too much to EN fanbase. Only Kaela has seen some growth but that's because she's currently leeching Bijou, it will fade soon enough just like Moona.
What if Mika join the Holo ID? That would be bad for Holo ID. Mika is going to be just another EN-pandering member, while she might make some good money in short term, she will end up just like most of her senpais. That's not a good thing for corporate like Hololive, they need growth.
What ID4 needs is another Kobo, local-pandering vtubers who can ensure growth of the local fanbase because Indonesia is a growing economy, it will become valuable sometime in the future.
Let me tell you that even if Holo ID is stagnated, that's not the case with the ID market. Some indies are growing and have more ccv than Holo IDs, and some new smaller corpos can capture the fujo market untouched by Hololive.
Pretty sure that's why ID4 isn't here yet, Yagoo wants more Kobo but no one is good enough. There are plenty of candidates if he's okay with another EN-pandering vtubers like Mika, but no he wants another Kobo.
