Depends on the quality, the artist, and luck.
For example, sometimes you get garbage artists who want 10,000 JPY for something, whilst other times you can find a hidden gem for only 3,000.
You'll almost always pay more for NSFW, whilst SFW-only artists are usually cheaper.
Artists with fast turnaround also often charge a premium, whilst those that have really long delivery times can be much cheaper.
I try to average around 8,000 JPY per piece. For multi-character skebs, I usually offer 50% over the baseline asking price, but that's just personal preference and not at all expected.
