said courier would "probably charge handling and Customs Broker fees," (aka duty with rates based on the percentage of alcohol per liter) and all sorts of federal and state taxes and even then, it still depends on whether your state allows it
so it's not so much unlawful, as it a pain in the dick and a kick in the wallet
dunno who told you that you need a COLA though, unless you were trying to import a quantity that would make them think you're selling it as a retailer
I'm almost sure you'd avoid all of that with holo-aroma though, since it's a fragrance
ethanol is a common ingredient in fragrances, and there would be no reason to classify it as an alcohol
then again I'm not a lawyer or a border patrol agent, and I could barely understand what I was reading at times because I've been drinking and legalese is gay
