Both Fuwawa and Mococo love the ruffians, and most (if not all) ruffians love both as well. But one of the biggest differences between the two of them is how they view the ruffians, and how they show it.
I remember when someone posted pics of a card FWMC signed and where it said what their favorite thing is was:

>Mococo: "Being together with the ruffians"
They are different from one another, similar but not the same. Combined with their different personalities, the way they treat the ruffians is different.
I, myself, prefer Mococo more, but to say that Fuwawa cares less is just being mean and disingenuous. She cares just as much as Mococo does, but the way she goes about it is different and slightly less straight forward then Mococo's way
