In europe its about 6 seconds for me without a vpn, alternative is to try swapping to quad 8 DNS. If you open up chrome/browser console with right click inspect, then navigate to the 'network' tab and refresh on profile, you should get something like the attached picture for the timings, if you don't get around that, try a vpn and see the difference. If a vpn works then it is your local internet provider doing something funny is my best guess
