I don't think it's fair to say that they always find hidden gems. For starters, quite some of them aren't quite hidden and were at least already semi successful.
But more importantly I think a lot of vtuber girls would actually have what it takes to become good holos because you partially also get molded through the environment. Take someone like Pomu for example, if she had made it in she would have been much more on the idol side. Would she even have done male collabs? Maybe people would think differently of her now.
I DO believe that one of the most important things is to find girls who aren't snakes. Girls who aren't actually terrible people behind the scenes who cause drama and problems.
