Japan always loved their (literally underground) Chika-idols (not the chuuni sheep) performing in tiny venues under the streets of akiba usually, so close stage to the stage you can literealy smell them
Back in the golden age of nicovideo many chika-idols became streamers, some grew from there to become actual mainstream idols/seiyuu/talents of sorts and if vtubing was a thing in 2016 they all would have been vtubers
So stuff like this just makes sense historically speaking even the very Japanese urge to be both at the bleeding edge of tech and also also very retarded (as in delayed too) in their ways
