The Chinese used a similar process to puddling way earlier than European countries. /who/ has ridiculously advanced steel working by Vitubia's standard but since we lack tools like more powerful steam hammers and rollers we are limited in the things we can make. Cannons can be made from steel but if you don't have the know-how to make a good breech your breechloader can be even worse than a older muzzle loader.
