Because Japanese companies were so clueless at the start they went to the big recognizable name associated with videos "Youtube".
But since then content shifted to almost only streams, which was never Youtube's forte, just some side service in case someone really needed to stream directly from there.
Twitch is where all relevant streamers are, it's the one site for streaming where untapped audience is, and people who stick with the hobby too, not trend-hoppers. Youtube is for kids and normies, twitch is for actual viewers.
Indies especially are literally shooting themselves in the foot if they pick Youtube.
/vt/ is the only place where people don't realize it because most users are tourists newfags who discovered streaming with Hololive, and tribalistic enough they pushed the echo chamber so hard they managed to convince each other of the Evil of twitch, when really it's just another plateform with more experience and better for streamers.
