Glistening skin seems like the secret, since adjusting the tag weight down doesn't really fix how the water looks it just makes less of it (and you have to go really low to have any effect, like :0.3 or lower). I also had mild success with leaving wet skin and wet hair in the prompt, and then also putting "wet" in the negative prompt. Still doesn't feel totally consistent but it's definitely better
