The main thing holding it back IMO is the retarded Collab rule (only two Collab's a month) which makes the girls feel more like a group of loosely connected indies than an actual agency. For example; Charlotte Suzu, my Oshi, is part of Kawaii productions. Despite this, I know hardly anything about what the other girls in Kawaii are actually like. I don't know why they have the rule, but honestly I'd expect a sharp incline if its ever removed.
