She would have to not only calculate her population, the tax levels, and all of that including the many expesnses, but also factor in the trade companies, vassals, etc. into this. That is impossible for anyone without hard data. You can be an economic genius, but until you have all of the hard numbers and variables you cannot calculate those things.
