It's not a big leap from "women must naturally tend toward sluttiness" to "women should be required to cover up, and any woman who doesn't must be a temptress who preys on men." There's a reason the same christian conservatives who hate devout muslims subscribe to the exactly same ideas about gender roles, and it's because they're both essentialists.
