And t he reason /∞/ doesn't just make their shipyards in /risu/ have the ability to build ironclads there to get around this flaw is both /risu/ lacks the resources and the fear that if the shipyards get captured, they'll not only be reverse engineered, but turned against any allies that share the coastline.
The remaining steamships are hybrids that use both a steam engine and sails. The Central Fleet only has two of these due to the logistics of fueling them since /risu/ doesn't have coal either. So the vast majority of the central fleet are standard sailing ships.
