She was popular in Japan from the jump (Cute citypop shark!) and they moved her out there even.
The investment is huge. Licenced merch is literally in every major city in japan inside bandai gatchapon machines within months and every game store is selling her shit.
Tshirts, hats, standees, tokyo game show, comiket, akihabara pop up shops, partnerships with Virtual Market and VRChat, blah blah blah.
You all have NO fucking idea how huge cover and vshojo and niji and those companies are in japan. They are LITERALLY mainstream now and have been for 3 years. Vtubers market everything from commercials and web ads to fucking crepes and ice cream.
