As entitled as this could sound, I want our navy to be equal to the Black Fleet for example, as Kobo is a water chuuba and Mori isn’t. We would depend a lot on trade despite the Rain Shamans, so it makes sense to me really. I’ll try to get a lore doc started soon but this is my base.
