If the "ultra-culled ccv" cope is real, then it could be because a lot of the early holo fans got flagged as bots around CCVID and never got reverified, which would be why it affects people like Mori and Kiara the most. Following this theory, people like Fauna would be less culled because they cultivated a new viewerbase that doesn't mostly come from the so-called Holobots.
This is all fanfiction though, and until someone from the Hololive side talks about it we'll never know.
