You could condense it to how good their technique is but most people would agree that that's not all there is to be a good singer. Like there are plenty of popular singers who have become popular not because of their technique but because of their charisma, deliver, unique tone/style, etc...
Like another anon said, most vtubers aren't actually good singers, not because they're not technically competent, but because most people wouldn't actually listen to them if they weren't vtubers.
Also that guy is a better singer for sure
